If the graphic is in your site, link to it in the normal way with the chain icon. This will cause it to open in a new window (next page). However, the window will open full screen and even if you use the Open Window action, you'll get a small border round it.
For more control, put the graphic on its own page and use either the Open Window action or one of the excellent free alternatives. Nate has several, and one lets you make just one page for images and reuse it each time.
